Poverty and Migration Are Being Criminalized While Loot of Wealth and Power Is Being Justified: Mushawarat

The All India Muslim Majlis-e-Mushawarat, the sole federation of Muslim organizations and prominent personalities in the country, has expressed deep concern and grief over the political and social situation in India. It said it is unacceptable that poverty and migration are being criminalized while the loot of wealth and power is being justified and normalized.

Addressing the media at the central office on Saturday, Mushawarat President Advocate Feroz Ahmed strongly condemned attempts through SIR (Special Intensive Revision) in Bihar and other parts of India to disenfranchise marginalized communities, the rising trend of communal violence, hate crimes, and the dangerous increase in targeted acts of terror against minorities. He cited examples such as the illegal displacement of Muslims in Assam, targeting of Bengali-speaking Muslims in different parts of the country, the dangerous implications of the Waqf (Amendment) Act 2025, the acquittal of all accused in the Malegaon bomb blasts, and the Maharashtra government’s double standards in the Malegaon and Mumbai train blast cases, as well as other challenges faced by Muslims — calling them alarming trends and a serious threat to the country’s secular democratic framework.

In its press note released on the occasion of its foundation day, Mushawarat reaffirmed its commitment to continue the struggle for justice, protection of constitutional rights, and preservation of democracy. It stated that the incidents occurring repeatedly across the country are attacks on justice, democracy, and human rights, and vowed legal, political, and moral resistance at all levels. The organization called upon civil society, human rights defenders, and political and social organizations to stand shoulder-to-shoulder against disenfranchisement, communal violence, institutional bias, and authoritarianism, and reaffirmed its solidarity with the oppressed worldwide.

Mushawarat also expressed deep concern over the new tariffs imposed by the U.S. government on India, warning that this would severely impact the country’s exports, industries, and the livelihoods of millions of workers. It criticized the Modi government’s non-serious and short-sighted response, saying it would further weaken India’s global trade position.

Similarly, Mushawarat strongly condemned in the harshest terms the genocide, war crimes, and systematic oppression of Palestinians — particularly in Gaza, the West Bank, and occupied territories — by the Israeli government and its allies. It called these acts a blatant violation of international law, morality, and human decency, and urged the global community and regional countries to take decisive action against Israel and stand with the oppressed.

Mushawarat Vice President Naveed Hamid stressed that the voter list revision process, meant to ensure transparency and accuracy, has turned into a weapon to target marginalized sections — especially Muslims, Dalits, backward classes, and the poor — by unjustly deleting their names from the electoral rolls. He said Mushawarat’s position is that such misuse of SIR is a direct assault on the constitutional guarantee of citizens’ rights.

The press note further stated that the right to vote is not a privilege but an expression of fundamental citizenship, and any attempt to weaken it strikes at the very heart of India’s democracy. Mushawarat therefore demands an immediate halt to the flawed SIR process and calls for a comprehensive and impartial inquiry. It warned that disenfranchising marginalized groups under the guise of technical reforms is not only unconstitutional but also a serious threat to law and order, social harmony, and the survival of democracy.

Mushawarat noted that in recent months there has been a dangerous surge in communal attacks, unlawful demolitions, and religion-based acts of terror. It said sections of the media normalize such actions and spread hateful propaganda, political patronage shields the perpetrators, and judicial delays erode public confidence. In Assam, the campaign to displace thousands of Bengali-speaking Muslims, and in Delhi-NCR, Haryana, and Uttar Pradesh, the harassment of these communities under the pretext of being “illegal migrants” reflect a systematic discriminatory policy.

Mushawarat stands firmly against such measures and demands an immediate end to the criminalization of poverty and migration, a halt to all eviction drives, and the provision of strong legal safeguards to protect every citizen from linguistic and religious discrimination. It also called for strong legal and institutional protections to prevent discrimination based on race, language, or religion, ensure accountability for officials and governments involved in unconstitutional or inhumane actions, and unite secular and democratic forces nationwide against the rising trend of targeting minorities.
