More than 200,000 voters in Telangana have been issued notices during a special revision of electoral rolls without being told what discrepancy triggered the action, according to an analysis of election data.
The Sabar Institute and the Constitutional Guardians Forum, which analysed the data, found that 201,249 electors received notices in which the field specifying the “reason for discrepancy” was left blank.
The analysis covered 9.285 million discrepancy notices, equivalent to 31.3% of the state’s electorate.
The largest group, involving 3.237 million notices or 34.9% of the total, comprised voters classified as “unmapped with last SIR”. A further 2.597 million notices, or 28%, cited discrepancies in a parent’s name, while 1.114 million involved mismatches in the voter’s own name.
The proportion of voters receiving notices was particularly high in constituencies around Hyderabad. Quthbullapur had notices covering 66.6% of its electorate, followed by Kukatpally at 65.4%, Uppal at 57%, Medchal at 56% and Serilingampally at 55.8%.
The study also analysed the religious composition of voters named in the notices. Muslims accounted for 13.14 lakh cases, or 14.16% of all notices, but their share was significantly higher in several constituencies in Hyderabad.
In Bahadurpura, Muslim names made up 85.18% of voters who received notices, followed by 71.15% in Chandrayangutta, 61.16% in Yakutpura and 54.56% in Karwan, the analysis found.
The reasons cited in the notices covered a range of discrepancies. Besides voters who could not be mapped to the previous SIR and mismatches in parents’ names, the categories included discrepancies in voters’ own names, differences in the ages of parents and children, and gaps of less than nine months between the birth dates of siblings.
The analysis also identified notices involving families with six or more children. Muslim names accounted for 50.5% of the notices in that category, according to the study.
